How It Started
In May of 2021, the City of DeSoto was awarded the Dallas County New Directions Public Safety Grant. This grant was created to address the crisis of criminalization, mental health, poverty, and homelessness by utilizing alternatives to police response and incarceration to more appropriately address the needs of Dallas County residents. DeSoto proposed the pilot of a Regional CARE Team composed of Police Officers from each identified city, Care Coordinators provided through the Local Mental Health Authority, Social Service Providers, and Victim’s Assistance Coordinators all under one roof.
What We Do
The DeSoto CARE Team is a community crisis response initiative dedicated to serving residents experiencing behavioral health challenges, mental health emergencies, and homelessness. As the primary responder for related 911 calls, the team meets people where they are; with professionalism, compassion, and dignity.
By prioritizing people over protocol and care over control, the CARE Team works to address the complex realitites of crisis situations in a way that promotes safety, stability, and hope. Through equitable, person-centered response, the DeSoto CARE Team strengthens public health and supports long-term well being for individuals and families in need.

Our Mission & Approach
The DeSoto CARE Team exists to provide compassionate, responsive, and evidence based crisis intervention to individuals experiencing behavioral and mental health emergencies, as well as homelessness. By prioritizing human dignity, safety, and long term stability, we aim to connect residents with the care and services they need while reducing reliance on law enforcement and emergency departments.

LEADERSHIP

Kimberly Bonner, MBA LCSW
Social Service Provider - Interim CARE Team Manager
Kimberly Bonner is the Licensed Social Services Provider on the DeSoto CARE Team serving the cities of Desoto, Cedar Hill, and Duncanville. Kimberly holds a Master of Social Work (MSW) from Our Lady of the Lake University and a Master of Business Administration (MBA) from Texas Woman’s University. She is a Licensed Master Social Worker with a passion for advocating for vulnerable populations, implementing organizational improvements, spearheading community projects, and making a difference in the lives of others.
Kimberly’s leadership style is characterized by servant leadership, employing a holistic approach to human issues with empathy and understanding to enhance the community’s well-being. She has a deep connection to the Best Southwest area, having graduated from Duncanville High School.
Outside of her professional endeavors, Kimberly values spending quality time with her husband and four children, attending their various activities, and creating lasting family memories.
TEAM MEMBERS

Gary McGough, QMHP
NTBHA Care Coordinator
Gary McGough works for the North Texas Behavioral Health Authority (NTBHA) and has spent the past six years working with inmates at Dallas County Jail, attempting to the quell the rampant recidivism among the unhoused population within the prison and assisting with competency restoration for defendants whose mental health requires additional support while navigating the courts. Gary also has a background in working on the Rapid Assessment and Prevention team (RAP) for Metrocare Services, where he was passionate about educating high utilizers of behavioral health services in how to access community-based resources for non-emergent needs.
Gary graduated from Southeastern Oklahoma State University in 1990 with a Bachelor of Science in Psychology. He was formerly certified as a police officer, a parole officer, and a teacher. He participated in beta testing of the RIGHT Care Team with Dallas Police Department and Dallas Fire and Rescue. He takes great pride in helping individuals whose behavioral health needs, whether due to diagnosis, social stigma, or inimical personalities, are chronically underserved.
Gary joined the DeSoto CARE Team because he understands the desperate need for follow up services and resources in that critical period after an incident or episode and wants to champion the diversion of behavioral health needs away from law enforcement. Gary was quickly adopted by the Regional CARE family, who values his skills, rapport building, and resource knowledge. He shares the stated goals of the Team and was happy to once again be “meeting people where they live.” In his free time, Gary likes to write, and has completed three novels and countless short stories.

Scott Busby
Registered EMT-Paramedic
Scott Busby is a nationally registered EMT-Paramedic with more than 18 years of service as a firefighter/paramedic with DeSoto Fire Rescue. He has transitioned to the DeSoto C.A.R.E Team, bringing extensive frontline and community experience. In addition to his paramedic work, Scott has served with the SWRCC Dispatch Center as both a call taker and fire dispatcher.
As a member of DeSoto Fire’s Peer Resiliency Team and with training in Critical Incident Stress Management (CISM), Scott has supported fellow first responders during times of crisis. His commitment to service extends to the community, where he uses his medical expertise to assist citizens experiencing emergencies and behavioral health crises. Scott views the DeSoto C.A.R.E Team as an important opportunity to address the growing need for crisis response and community support.
Born and raised in southern Dallas County, Scott now lives there with his wife and daughter. He enjoys learning and studying history, being a fan of the Texas Longhorns, and teaching Sunday school at his church.
We believe that the addition of Scotts interpersonal and professional skills will add a new element and service to the team for the citizens of Desoto. We are honored to have his expertise on the team and look forward to working with him to change lives.

Keiera Ates, LCSW
Parkland Biotel Social Worker
Keiera Ates is a Licensed Clinical Social Worker with more than eight years of experience providing medical and behavioral health services across hospital, school, dialysis, regulatory, and community-based settings. Her diverse background allows her to take a comprehensive approach to care—understanding the important connection between physical health, mental health, and overall wellness.
Throughout her career, Keiera has supported individuals navigating complex mental health needs, substance use, chronic illness, and major life transitions. She brings a grounded and client-centered style rooted in evidence-based practices such as CBT, DBT, Motivational Interviewing, and Solution-Focused Therapy.
In addition to her clinical experience, she has served in leadership and supervisory roles, providing oversight and mentorship to developing clinicians. Keiera is also a certified yoga teacher and is passionate about incorporating movement, breathwork, and mindfulness into healing spaces to support emotional regulation, resilience, and holistic well-being.

Andre Copling - Paramedic
Parkland Biotel Paramedic
Andre Copling joins the team after serving the Dallas Fire Department for the past 30 years. Born and raised in Dallas, Texas, Andre currently resides in Forney. He is also a proud member of Alpha Phi Alpha Fraternity, Inc.
Andre brings decades of emergency response experience, leadership, and service to the community. His background and dedication to helping others will be a valuable asset to the Care Team and the residents of DeSoto.
VISIONARY
Lt. Melissa Franks-Kirkland, Ret.
Creator
Lieutenant (Retired-2025) Melissa Franks is a 20-year veteran of the DeSoto Police Department. She is a mental health peace officer (MHPO), holds a Master’s Peace Officer certification and is a police instructor specializing in Crisis Intervention Training and De-escalation. With over 12 years of experience as a hostage/crisis negotiator, she currently serves as the team leader for the Crisis Negotiation Team on the area’s SWAT group. She is also the first woman of color to promote to supervisor and the first woman to achieve the rank of Lieutenant in the history of the DeSoto Police Department.
As the founder of the Regional /DeSoto CARE Team, she wants to help stop the revolving door of over-utilization of 9-1-1 and emergency hospitalization associated with mental health. She loves bringing her skills of negotiation, mediation, and crisis intervention and her knowledge of the criminal justice system to the team effort to engage people with behavioral health needs and their families. In her free time, Lt. Franks enjoys crafting, crocheting, and watching movies with her family.
